what do i need to run a FPGA chip

I bought a cyclone II EP2C20Q240 , and i want to download a simple program in it by JTAG, what do i need?

Core voltagle? PLL (if used) voltage? IO voltage?

when i download the program with a usb-blaster by quartus II ,and click the start.it showed the error" can't access the JTAG chain".

Because when i download the program on DE2 by usb , it runs well. But I'm not sure about the connections of the cycloneII .
