S1200BTLR will not boot

Im having problems with a new server mother board installation

Motherboard S1200BTLR

PBA E98681-352

Processor E3-1230V2

Memory KVR13E9K2/16I

powersup with chassis fans and

stops at Post Code OxOOXX0X after short beeps

post lights clear and chassis fans continue to run

No Bios display

Is anyone familar with this Post code ?
