With the Voltage RED LED, normally could be related to the power supply or power distribution.
Could please help me with additional information:
- Chasis model number
- Number of power supply and model
- Number of CPU's and model
- Memory distribution and model.
- Storage configuration and model.
Also, please ensure you have the latest BIOS Running:

Thank you for the updated information. Last option will be to reset and swap power supply position.
If the problem persists then will be to contact Support, but double checking the pictures you provided 06.png, the serial number on the board QSGR41703001, the warranty expired on 08/13/2017.
If you can find a POP with a different date for the 3-year warranty.
I will then recommend you to contact Server suppor for RMA request.
