About Fortran Compiler Licence Activation

Hello I have a question about Fortran compiler activation,

our group bought "Intel® Parallel Studio XE Composer Edition for Fortran and C++ Windows* " from your company recently.

During the installation, I use .lic file to install it, and it was installed successfully,
however, when I tried to run my fortran program, the system shows 
 
Error 1 Error A license for FCompW could not be obtained
Error 2 error #10052: could not checkout FLEXlm license ifort

And I also checked Intel Software Manager,it shows

 I'm wondering how can I activate it? thank you.

Do you have the latest version of Intel® Software License Manager installed?

Thank you for your reply,

I do have the latest version of Intel® Software License Manager, which I got from registration complete email,

the file's name is "w_isl_server_p_2.3.0.002_intel64"

and I also got installation file link and lic file from that email.

My install steps are

1. Install Intel® Parallel Studio XE Composer Edition for Fortran and C++ Windows* through the installation file ("w_compxe_2015.3.208"), and during the installation, I use .lic file to conform the licence we have.

2.Install "Intel® Software License Manager", when I browse to the license file and try to apply it, the jump out window shows 

"Failed to start the Intel(R) Software License Manager service."  

 

So I still can't activate it successfully. 

Is there anything wrong in my installation steps? Thank you.
