Bizzarre graphics abnormality with certain games. (G41 Express Chipset)

This makes for the 6th forum I've posted on regarding this. (most on the specific game forums) No one else has ever seen the problem, and no one else knows what to do about it.
The other forums are pointing fingers at the graphics card, so here I am.

I'm desperate. I used to play these games all the time on a older machine, and now they don't work on my newer computer.
If anyone has any ideas on how to fix this, I would greatly, GREATLY appreciate it.

What goes wrong is how the games display, which is apparent in the screenshots.

Here's a few examples.

Serious Sam 1 main menu

Serious Sam 2 main menu

Doom 3 (I clicked "something" and it pulled up this menu which displays as well as the something I clicked.)

Keep in mind, those screenshots are 1440x900 resolution in Windows 7 64bit.

I've tried to switch the compatibility to XP and other prior Windows versions.
I tried running the games on and off of disable visual themes, disable desktop composition, disable display scaling on high DPI settings.
I've already updated my ALL drivers to the newest they could be. Sounds counter productive since its older games, but I still did it.
I have the newest version of Direct X installed.
I have the most recent game patches installed.

I posted the problem on another forum, and someone made me a batch file thinking that windows explorer/full screen might be interfering with the display. I still have the same problem, as you can see from the screenshot below.

Someone also made me a batch file to disable AntiAliasing, and the visual results are still what you see above.

I haven't gotten past the menu in the game because I can't read or see a thing.

If anyone has any ideas of how to help, I would be so grateful.
Any help would be greatly appreciated.
Thank you for your time.

I couldn't seem to get the "attach files" function to work on the forum, so here is my DXDIAG report.

I'm sorry, I don't know what a GLReport is, or I would have posted one here.
