Hello,
Generally to publish app to Apple AppStore developer need to do next steps:
1. Create app record though Itunes Connect
2. Upload ipa file using XCode or Application Loader.
The problem is that for 2nd step developer needs MacOS. That's a stupid limitation and many devs angry about it. Why we have to use MacOS if we can get working ipa using PC with IntelXDK or many other tools?
But recently I found that there is a way to upload app to Itunes Connect without MacOS. I have been trying Telerik Appbuilder and it has a feature where deve can upload IPA file using web or desktop app. It is not an advertisment just an example how this feature implemented - http://docs.telerik.com/platform/appbuilder/publishing-your-app/distribute-production/publish-ios

If this will be implemented it would be a huge help for all who doesn't have Mac. It will be possible to publish app in AppStore not using Mac at all.

YES!
Last week we build our first iOS App and thought we could upload the ipa form our PC, but NO, Apple force you to buy, let or hack a Mac. We managed to upload the file, don't ask how, but add the ipa upload as suggested by Vladislav would be great!
P.S. Please add more icons and splashscreen formats for iOS, this saves a lot of XML hacking time...

Until the feature gets implemented, and since you will be doing plenty of updates you may want to investigate macincloud which is a virtual mac and comes complete with itunes connect already installed.
It's not optimum but it sure beats trying to track down someone with a mac, arranging time convenient for them and then having to work under pressure because they only have 15 minutes.
