After downloading the XDK today (on Windows 8.1), I have the following two issues upon launching the app:
1. When using an existing Intel Username, the XDK will ask me to accept the Terms&Conditions. I click the checkbox, press Submit, and .. the screen closes for a fraction of a second and then the same dialog appears with no message. I can't get passed this point.
2. I then tried to Register a new user, using another e-mail address, and I get a message "Failure: Unable to add user"
Tried Uninstall/Reinstall, no joy.
Any help would be appreciated.

Did you try un-installing completely? Please follow these steps:
1. Uninstall XDK from Windows Control Panel
2. Remove all the files from installation directory:
> cd ~User/AppData/Local/XDK
> del *.* /s/q
3. goto xdk.intel.com and download and install the new XDK
Let us know if that does not work.

First time installed, it was to c:\intel
Second time it as to the default folder.
So think I've effectively done what you've asked.
And the XDK download was this morning (Pacific Time) - has it changed?

I am also facing exactly the same issue. Just downloaded it, but unable to login and proceed further after the terms and condition confirmation window.
Don't know whats the issue. I wish it is resolved soon. If there is anything on our part which we should do to resolve it then please let us know..

I think below is the link which appears at the startup of the intel xdk. I tried logging it through this link also but no resolution. same issue persist.

Unfortunately, I'm having the same issue. I installed the XDK under Mac OS X. I can get past the first login page, but I can't get past the "terms and conditions" confirmation page. I have the same problem with logging in with the link that Faiz posted above.

Cannot login or signup using the XDK software or via https://appcenter.html5tools-software.intel.com/csd/Cloud-Services-Dashboard-Login.aspx

And, not to add fuel to the fire, but I'm loading the software because I'm at a Solid Conference this week and using this XDK is a requirement for a workshop tomorrow. :)
I'm probably not the only one in this circumstance.

Engineering tells me they have fixed the issue. It appears to have been due to some fallout from the authentication problem that was experienced over the weekend.

Kevin, are you able to log into https://signin.intel.com with your userid and password? If that succeeds, are you able to log into App Center (https://software.intel.com/en-us/xdk/faqs/general#apps-in-development)?
