The camera is only available on its own as a developer kit.  The consumer version is built into devices such as laptops, tablets and smartphones.  So you can only get the consumer version if you buy a device that it is built into.

Both the F200 and R200 cameras are out of stock in the Intel store right now and unavailable to buy.  A new next generation version of the F200 called the SR300 is coming in the first few months of 2016 though.

The SDK is is the software that runs the camera.  That part is free and can be downloaded from the Intel website.

https://software.intel.com/en-us/intel-realsense-sdk/download

The part that costs money is the camera (the hardware).is just called the Developer Kit (no software in the name).  If you buy the Developer Kit camera hardware when it is in stock then it will be delivered to your address.  Both the F200 and R200 can be shipped to Spain, according to the store listings.  For the F200 it says Spain specifically, and for the R200 it says "EU".  And Spain is in the EU.  :)

The SR300 is also a Developer Kit.  The consumer version will be put by manufacturers in devices such as laptops.

The RealSense Developer Kit cameras can be used by any person or company, yes.  You do not need a licence from Intel.  You can also use the camera for commercial projects and this is encouraged by Intel.

I do not know what the arrangement is for integrating the bare circuit board version of the cameras into devices that a company you work for might manufacture.  I guess you would have to talk to Intel about that.  Here is an image of the circuit board version of the R200 camera.

There are two versions in the picture, a large and small one, because the large one has recently been replaced by a smaller version that can fit inside a smartphone casing.

But if you want to use the Developer Kit versions of the cameras in your projects, you do not need a licence arrangement with Intel for that.  :)
