How does licensing work when using Intel products on Amazon EC2 instances?

For example, a single user wants to use VTune or the compilers on a single ec2 instance (virtual machine), but this instance can be shut down and re-created at will (with the possibility of having to re-install the Intel product).  What is the appropriate license for this situation -- single user or floating?  Thanks
