I am doing research on neural networks, and plan to port this to the Xeon Phi. This work is not commercial. I noticed that Intel has a web page for getting tools for non-commercial development:

What is the state of this program, and what opportunities will I have to get ICC to compile my research to run on the Xeon Phi?

Hi,
Intel discounts prices (or under certain circumstances, provides free of charge) for academic work. See the "educational Offerings" page for more information, particularly the Student tab.
More generally, you can also try many of the tools for free over an evaluation period.

The page says that it is currently under revision. I had been able to get the compiler for non-commercial development last year, I was wondering what the status of this program is now.

I do not have knowledge of the program specifics or time-frames, but others in other threads said at this time the non-commercial C++ license is planned to return in the future but not Fortran. I will try to keep this thread updated as more information becomes available.
