Intel Celeron R CPU 540@1.86GHz and Sims 3

According to the instructions, The Sims 3 requires a CPU speed of 2.4GHz and the and the proccessor of my HP G7000 laptop is 1.86GHz.

A - Will this CPU run this game?

B - If not, can it be upgraded, and with what?
