Intel Mobile Platform SDK with Sim so dep Ltd

We, Sim so dep is an IT Company in Vietnam working Intel Mobile Platform SDK. At this time, the Platform got trouble with Character encoding since we are using non-Alphabet character. I've heard that version 1.3 will solve this problem. Do you guys have link to download the new platform.
