I ran into the same issue, the fix is very simple.
TL;DR add the path to your "RSSDK" folder in an environment variable called "RSSDK_DIR".
1) Click Start, type "environment" without quotes.
Click on "Edit the system environment variables".
2) Click on "Environment Variables"
3) Click "New"
4) Add Variable Name as "RSSDK_DIR" and value as the path to your RSSDK folder in your SDK installation directory (in my case it was "C:\Program Files (x86)\Intel\RSSDK"). Press OK.
5) The entry should show up in your System variables. Now you're good to go!

For me Right Clicking on the Software, clicking on Properties and Selecting Run as Admin did the trick.
