Since 4/28/2015 we've been getting "Cannot connect to update server" from ISM when we try to check for updates. Last successful check was on 4/23/2015. We get this same error on 6 systems. We have one user who has upgraded to Intel Composer 2015, and we don't get the error on that system.
Have tried turning off firewall and checked FIPS settings, which are not set, to no avail.
Manually downloading and installing updates works fine. What can we do to get ISM working again?

Same problem here. I am on a Windows machine directly connected to internet (so no proxy), no FIPS, and firewall is not blocking anything. I have rarely used (and updated) educational versions of Intel Parallel Studio XE 2013 SP1 Update 2 2013_sp1.2.021 with:
Advisor XE 2013 Update 5 13.1.50
Composer XE 2013 Update 5 2013.5.198;
Composer XE 2013 SP1 Update 2 2013_sp1.2.176
Amplifier XE 2013 Update 15 13.1.15
Inspector XE 2013 Update 9 13.1.9

There is one thing you may want to check. ISM uses proxy settings from Microsoft Internet Explorer. Please make sure your proxy settings are good. I'll let you know once I get an update from engineering team.

Intel MKL 11.1
Intel Visual Fortran Composer XE 2013 sp1
Intel(R) Visual Fortran Intel(R) 64 Compiler XE for applications running on Intel(R) 64, Version 14.0.2.176 Build 20140130
There is no proxy set.
One of our users upgraded to the 2015 version and ISM resumed working for them.

It looks like the most simple workaround is to install an "Intel Software Manager" package from Parallel Studio XE 2015 - it perfectly downloads updates for Parallel Studio XE 2013 as well. And does not require any license by itself.
If you do not want to install other products from XE2015, you can manually unzip and install only "\installs\composer_xe\999\ism\" (there might be other number, instead of "999") from the installer package (e.g. with 7z) of the new intel composer.

As i3v said, you need to download IPS XE 2015. And then extract ISM from it.
