P4 CPU core shield

I have a qestion regarding the protective metal that's on top of the Pentium 4 procesors core.What is it made of and if i remove it,is the CPU core strong enought to support a heatsink ?

and if i remove it will there be any (even if its minimal) better heat disperse ?
