I receive the following failure when trying to install Parallel Studio XE 2018 Professional Edition for Fortran and C++ on Windows:
Intel(R) Parallel Studio XE 2018 Professional Edition for Fortran and C++ Windows* Intel® Software Setup Assistant ended prematurely due to error(s)
There are log files in <username>\AppData\Local\Temp\pset_tmp_PSXE2018_jamill22\2017.09.26_11.21.36_00000eec\log\
I am installing on a Windows 7 machine with Visual Studio 2013.

As an update....
I am seeing the same problem with 2017 update 4:
Intel(R) Parallel Studio XE 2017 Update 4 Professional Edition for Fortran and C++ Windows* Intel® Software Setup Assistant ended prematurely because of an error(s).
Windows Installer failed to configure product:
Error message: The system cannot find the file specified.
Error code: 2
File name: studio_common_p_17.0.4.051.msi
Installer logs location: <username>\AppData\Local\Temp\pset_tmp_PSXE2017_jamill22\2017.09.26_11.59.26_00001790\log\
Note that the missing msi is located in the temp directory <username>\parallel_studio_xe_2017_update4_setup\installs\parallel_studio_xe\051\studio_common_prof_p_17.0.4.051

This seems to be related to clearing out "old" installations.

After poking through the reply & reference by Hal G. (https://software.intel.com/en-us/forums/intel-software-development-products-download-registration-licensing/topic/684902) it appears that the problem is within the installer.... the problem is solved by rerunning the installer and extracting the files to the indicated path .... in other words you can not replace the default path of the extraction with something else.
