The item becomes too small in Andriod 4.3

I build the app with XDK 2366 / cordova 4.1 / Minimal Android API 14 and target API 17. when I run on android 4.4, it is ok. But when run on 4.3, all the item becomes too small. what setting should I do , can solve this problem.

 All the item in the page becomes small , such as icon, font, input box ...

How to set ratio ?
