Update notification for 2016u4 after installing 2017

I just received an update notice for Intel Parallel Studio XE Cluster Edition for Windows 2016 update 4...

... after installing version 2017.

Isn't this a bit odd?

There are some bug fixes included in Update 4. There are many users who use 2016 version.

We typically fix critical issues in versions that are still used by wide user base. Thus it is not unlikely to see fixes done to 2015 and 2016 after 2017 was released.
