error message:no dlls were found in the waterfall procedure

Hi, I installed a software called "IntelIPPfor_SoftIP_V3", in order to prevent echos on my soft IP VOIP phone. I succesfully in stalled this software on other computers, but when I installed on my Dell mini netbook, with an Intel Atom processor, XP home, SP3, I get 2 different error messages when I run the soft IP phone and the echo canceler feature does not function.The first error message is "no dlls were found in the waterfall procedure". When I click "OK" I get a 2nd error message saying "libec(IPP)_pc.dll not found". Please advise. Thank you very much
