Can you be specific about the type of web development you are doing?
Software tuning can, of course, be beneficial to web development.
But it is important to do tuning at the right stage.
Usually after most of the developement has been done and you are trying to tune the final product.
I like the quote attributed to Michael A. Jackson on wikipedia 'program optimization' page:

So we need to know more about what you are trying to do.
