The processor freq. of EIST Disable

Hi All,

If I disable EIST in BIOS  and boot into Windows 2016. 
Should the freq. of processor keep lowest or highest when system idle?
Should the freq. of processor keep lowest or highest when system busy?

Does anyone tell me?
