AX200 Hotspot won't work on ax mode for iPhone or Quest 2

On 802.11.ax mode, iPhone 11 and Quest 2 say they connect to the hotspot, but have no internet connection. Pixel 3xl connects just fine. Both work for 802.11.ac and 802.11.an modes but are too slow for my purposes.
