Obscure behavior: IP address remains reachable after WiFi network is disconnected

Dear Forum,

I am seeing a rather obscure behavior with my AX201 based WiFi, for which I wanted to ask for feedback.

Whats irritating is that, disabling the wireless card (using the Windows 11 taskbar, see [0]) the IP address that the interface got assigned during operation (via DHCP, not static) will remain reachable [1].

However, the system itself (Windows 11) is showing no traces of this IP. Not assigned to a network adapter or anywhere else!?! [1]. Also, it was verified that the system is completely offline.

This is somewhat counter intuitive. When an interface is down, has no IP address assigned, why should "anything" inside the system continue to answer to that historic IP without network connection?

Furthermore, this is obviously also not consistent as it is not aligned with the state a system is in after a fresh boot, without the respective network connected.

It is easy to reproduce this. Simply:

0. on my PC with a Intel AX201 WiFi card
1. connect system to a WiFi network
2. determine the IP (v4) address the system received (ipconfig, see [1] for example)
3. disable WiFi via Windows (see [0])
4. ping the IP (v4) address and see "someone" respond (see [1] for an example)
5. verify no part of the system is holding this address (see ipconfig and arp in example [1])

NOTE: The effect and procedure are to be seen from "inside" the PC exposing the problem. I.e. the system is completely offline during testing, still reacting to an IP that it should only be "owning" when actually connected to a specific network.

I am running a Windows 11, on an HP Laptop with an Intel AX201, latest version Windows, all patches installed, latest version Intel drivers.

It seems that the (Intel) WiFi is not "unregistering" its IP properly (?) - or not "disabling" the adapter or tearing down the interface really?

There seems to be at least one other forum entry where a used is experiencing something similar [2].

Any thoughts on this?
Any ideas how to further debug?

P.S.: Same is true for the assigned IPv6 address, where the prefix (in my case 2a02:...)  is announced by the router and really only valid if a network is connected.
