my bluetooth dont work

I have issues for receive files from another device on bluetooth, I can send files but cannot receive, I have read this comment: "Need Bluetooth Help (Intel(R) Centrino(R) Wireless Bluetooth(R) 3.0 + High Speed Adapter" and didn't work to me, my computer has the same features but I have windows 10, and have the same issues with the camera and microphone, the controllers are installed but not recognize the devices, I don't know what to do, I tried to download supports from dell, and intel too, but by my os I couldn't instal any software, what can I do?. help please.
