i see someone had asked an exctly same question about the error on 05-19-2023,but there's no useful answer for me.
I also tried online and offline way but both failed with reinstalling the Visual Studio 2019 .
I believe that many users have the same problems, i hope you can see the pic and the following log files then help me deal with this.
An error has been encountered during the installation process. Detailed installation log files are located under 'C:\Users\...
I attatch also the log file.
Can someone help me?

- Version of Microsoft Visual Studio installed along with it's build version.
- OS build on which you are installing the product.
- Exact version of Intel® oneAPI Base toolkit.
- Other versions of Intel® Parallel Studio XE or Intel® oneAPI already installed on the system.
- Is the installer an online or an offline package?
- Complete Installation Log files from the below path:
- The default path for a log file for a oneAPI installation is: C:\Program Files (x86)\Intel\oneAPI\logs
To assist you further, we would require these details.
