Intel MPI 2021.14 installation fails

I'm trying to install Intel MPI 2021.14.0.785 using the offline installation kit on a Windows Server 2022 Standard OS Machine with 2 Xeon Gold 6438M CPUs.

Installing with an admin account, the machine does not have access to the internet.

MSMPI was previously installed on the machine.

Installation starts but then fails and automatically uninstalls itself.

According to the log file, several .ps1 applications can not be loaded as "A certificate chain could not be built to a trusted root authority".

The error is classified as:

"SecurityError: (:) [], ParentContainsErrorRecordException"

"FullyQualifiedErrorId: UnauthorizedAccess"

Does anyone have a lead on how to solve this?
