Unable to download HPC toolkit offline installer

Hi all

I'm trying to download the offline installer for the HPC toolkit. I have already downloaded the base kit offline installer successfully. The page

https://www.intel.com/content/www/us/en/developer/tools/oneapi/hpc-toolkit-download.html?operatingsystem=linux&distributions=webdownload&options=offline

  directs me to run

wget https://registrationcenter-download.intel.com/akdlm/irc_nas/18679/l_HPCKit_p_2022.3.0.8751_offline.sh

but that gives me a 403. I have the same problem downloading the online installer too.
