oneAPI 2023.1: The 'OneApiPackage' package did not load correctly

I installed oneAPI 2023.1.0.47256 BaseKit  and oneAPI 2023.1.0.46357 HPCKit  (both offline), integrating into MS Visual Studio 2022 (64-bit) - LTSC 17.2 (version 17.2.0).  System has Windows 11 Enterprise. Windows performance package is not installed. No other versions of visual studio or oneAPI are installed (but they were previously).

After installing Visual Studio, and before I installed oneAPI, I rebooted my computer and started Visual Studio.  The following message did not appear at that time.

 

After installing the above oneAPI BaseKit and HPCKit, when I start Visual Studio, this message is shown (the file listed is attached).

If I ignore this message and compile my code, I have one ifort project, out of 14, which produces many errors:

When I upgrade from oneAPI 2021.2 to 2023.1, why does ifort generate the following errors? 5270, 5585, 6158, 6223, 6279, 6284, 6325, 6341, 6361, 6362, 6402, 6404, 6406, 6410, 6457, 6460, 6514, 6530, 6535, 6553, 6580, 6632, 6678, 6724, 6784, 6793, 6795, 6796, 6802, 6830, 6837, 6866, 7002, 7021, 8284, 8304, 8469, and 9022
 
Are these compile errors related to the original message in this post?
