Hi Ali_G_1,
Thanks for getting back to us with the details. Please know that you would have to install Intel® oneAPI Base Toolkit to get the full functionality of the Intel® oneAPI HPC Toolkit.
The Intel® oneAPI Base Toolkit is the foundational kit that enables developers to build, test, and deploy performance-driven, data-centric applications. While Toolkits such as Intel® oneAPI HPC Toolkit, Intel® oneAPI IoT Toolkit & Intel® oneAPI Rendering Toolkit are the Domain-Specific Toolkits that provide specialized workloads that can be used alongside the Intel® oneAPI Base Toolkit. You may visit the below link for reference.
You may visit & choose from the below link to download the product toolkit.
Download Link: https://software.intel.com/content/www/us/en/develop/tools/oneapi/base-toolkit/download.html
As for the operating system version, please know the Scientific Linux 7.9 (Nitrogen) is an unsupported version for Intel® oneAPI HPC Toolkit. We would recommend you refer to the below links to find more information on the System Requirements of the Intel® oneAPI HPC Toolkit & Intel® oneAPI Base Toolkit.
Intel® oneAPI Base Toolkit System Requirements: https://software.intel.com/content/www/us/en/develop/articles/intel-oneapi-base-toolkit-system-requirements.html
Intel® oneAPI HPC Toolkit System Requirements: https://software.intel.com/content/www/us/en/develop/articles/intel-oneapi-hpc-toolkit-system-requirements.html
Note: When we use the term unsupported, we are not saying it will not work, we are saying we have not done any validation. It may work, it may not work. However, if you run into a bug, we will not be addressing that bug unless it is replicated on a supported operating system.

Soumya
