Incorporation of EEPROM tool into firmware

We need to initialize the iNVM and MAC address of the I210 when our product is first booted.
We would like to incorporate one of the following tools into the firmware of our product.
Is there any problem in terms of licensing?

1) EEUPDATE
2) EEPROM Access Tool

Please refer to the License Agreement txt file bundled on the same tool's kit. If you have access to them, please stick to the terms defined on this document.

Thank you for your response.
License Agreement file is not bundled with the EEPROM Access Tool.
Where can I get the file?
