We have designed an SBC ("Vision PCB") with the Atom (PN FJ8066401836620) (Z Series). We are targeting this PCB as a replacement (form factor reduction) for an existing PCB we have.
We are debugging the prototype. We almost have it working. We are using an AMI BIOS and the initial BIOS port and customizations for the SBC have been completed by AMI. We are working with it.
Right now, the 19.2 Mhz oscillator does not appear to be oscillating.

I have already looked at all of the obvious things (checked schematic, looked at PN's, checked component values (measured them!), checked PCB footprints, etc..).
We have used the exact same 19.2 Mhz oscillator as is used on the reference design (same PN). We have coped the oscillator circuit used on the reference design (2 caps and one resistor). We have used the Cherrytrail v1.2 reference design as the reference design for our SBC.
I need to know what is needed for the 19.2 Mhz oscillator circuit to oscillate? Is the RTC clock needed? Does the system need to transition to the G3 state before the 19.2 Mhz oscillator will oscillate?
