I tested the link you provided and seems to be working fine, if you are getting an error to download this it could be due to the following reasons:

1) You don't have access to RDC or you were not logged in on RDC the moment you tried to download the link.

2) You don't have access to this particular document.

If you already have access to RDC, please  contact the Intel person than granted you the access and request access to the link.
