I have a question on the Dual Configuration IP Core documentation that I downloaded from Altera

Offset: 2 ; R/W : W ; Width : 32 ; Description - Bit 0 - Trigger read operation from the user watchdog , Bit 1- Trigger read operation from .....
It seems the result bit 0 operation is stored at this location
offset 4 : R/W : R ; Width: 32 ; Description - Bit 11:0 user watchdog value , bit 12 - current state of the user watch dog , bit 16:13 - mcm_cs value of current state , bit 31:17 reserved
Questions
1) Is my assumption that operation initiated by Bit 0 in offset 2 resulting in update to offset 4 value correct?
2) Does the value at offset updated continuously as long as bit 0 in offset 2 set to '1' or it is just one time update.
