First, I not an Intel employee.

You bought parts from an 'agent', which I take to mean a grey market, unauthorized distributor. Intel will tell you they can guarantee nothing.

The packaging material and labels on boxes are largely irrelevant. They can be easily counterfeited.

Do the date codes and lot numbers on the parts match the packaging material?

How did you attempt to program them?

If you want any kind of reasonable answer you need to be VERY specific and provide significant details.
