How to buy Altera IP ?

I can't find any online order form for Altera IP. I called the telesales number and the local sales office & no one's home. Just get voice mail. 

 

So what do I have to do to give Altera money ?

You can order the license from a distributor, like DigiKey. 

 

If I remember correctly, Altera sells a full version of Quartus with an IP package opiton. The basic IP package is worth your investment if you use 2 or more IPs, otherwise you'll spend way more money on individual components. 

 

Call Altera or another sales rep.

Which IP core you plan to buy? If you had Quartus II Subscription, you should have had already licenses for Modelsim, NiosII and Altera IP Base Suite

If you do not see the IP you want in the list above, you need to buy a separate license for that.  

You may know already that if you are under University program, you will get some significant discount from Altera. For ordering IP core, my experience is that you should contact via email.
