Can I use the USB-Blaster II programming device with the MAX 10 FPGA ? Is this the best Programmer to use (or should I use USB-Baster version 1 or other)?

Yes, You can use USB-Blaster II for max 10 FPGA.

We do recommend USB-Blaster II programmer.
