Kindly check the difference between Pro,Standard and Lite Edition link below.
Cyclone III devices latest supported tool is 'Quartus Prime / II Version (Standard / Subscription) OR Quartus Prime / II Version (Lite / Web)'
Hence, Part#: SW-PE-QRTS-FLT (Quartus Prime Pro Edition) doesn't support for Cyclone III.

this PDF only explains 18.1 and not 13.1, we are running here only 13.1, I looked everywhere in the website and couldnt find a similar table for 13.1.
Do you mean by Quartus Prime / II Version (Standard / Subscription) this part # SW-QUARTUS-SE-FLT from the list below. Could you please let me know what part number (only license and not software) it is as we are in the process of purchasing it before the end of the year.

13.1 is now 5 years old, so I'm not sure why you would want to use such old software unless you have some requirement for it. But for any version before 15.1, you would need the Quartus II Subscription edition.
For 15.1 and later, it's the Intel Quartus Prime Standard edition. They're the exact same thing license-wise (annual subscription license). It was just a name change from when Altera was purchased by Intel. The latest version of the software is 18.1.
