Voltage level increase in 1.15V rail

We are using 5AGXMB1G4F40C5G. While turning on FPGA IO voltage 3.3V, core voltage increases to 1.38V instead of 1.15V. We are using power sequencer UCD9090ARGZT. Due to increase in core voltage, we are observing OVF error in TI power sequencer tool. Please find the below queries and help us to resolve this at the earliest.

1. How 3.3V turning ON is affecting 1.15V rail?
