Im trying to download https://downloadcenter.intel.com/download/25957/Intel-Beta-Graphics-Driver-for-Windows-10-and-Windows-7-8-1-15-40-?product=86210 Download Intel® Beta Graphics Driver for Windows® 10 and Windows 7*/8.1* [15.40] to get Graphics HD 5500 to be able to play Overwatch. This Toshiba laptop has Windows 7 64 bit, intel core i5. But when i looked up DirectX diagnostics(DxDiag) and apparently I only have Graphics HD 3000. So Im trying to update it but i don't know what I am missing.

For us to be able to verify if the Toshiba laptop is capable of supporting Intel® HD Graphics 5500, we need the specific model of the processor because it depends on that, based on the information on the thread it says it is an i5, but the actual model includes more numbers, for example i5- 6360U, or if you give us the model of the laptop we can look for that as well.

I have a Toshiba Satellite P755 which i think is from 2012. With windows 7.

The processor that is working on that laptop is Intel® Core™ i3-2310M processor, as you can confirm on the following link:

That model of processor works with Intel® HD Graphics 3000, as you can see here under graphics specifications:

So, that is the reason why the driver for Intel® HD Graphics 5500 will not work with your laptop.
