Hello everyone
I have noticed that the latest Intel HD Graphics 4400 drivers are not compatible with Windows 10 Build 1709. In games such as GTA San Andreas, COD:MW and others, the screen starts flickering violently if the VSync is OFF or FPS Limiter is off. As soon as you enable FPS Limiter or Vsync, the flickering is gone. Also, when the game bar pops up, the flickering is gone. No flickering is noticed during recording with WIndows DVR. I hope that this problem will be resolved soon with an updated driver version from Intel. I've tried re-installing WIndows 10 Fall Creator's Update from scratch but the problem still persists.
Thanks

Anmol_Singh: I just received some updates on the research we are doing on this matter and based on that information, we are wondering if it is possible for you to test the PC with Windows 10 Game Mode Disabled.
There have been reports of this feature causing flickering. Example:

the content on the above site is not controlled by Intel. This information is offered for your convenience and should not be viewed as an endorsement by Intel for the merchants or services offered there.
Any questions, please let me know.

I also have this issue. I'm on an Intel Core i5-4210U with Intel HD 4400 running in Windows 10 Fall Creators Update x64. I try to run videogames and if they go over 60 FPS the game flickers badly. I'd use an FPS limiter/VSync, but I really cannot be bothered because it adds noticeable input lag to my mouse.
How I know it's with this particular drivers is because I grabbed old drivers from 2015-2016 and they show no flickering issue (at the obvious cost of some framerates) alongside seeing this thread and realizing I'm not the only one with this issue
Any hotfix coming in for Intel HD 4400 on Windows 10 Fall Creators Update?

I was wondering, which are the versions of the drivers that have been tested so far?
The driver installed as per the last report is very old, so I wanted to check you have tested the following versions.
https://downloadcenter.intel.com/downloads/eula/26984/Intel-Graphics-Driver-for-Windows-15-40-?httpDown=https://downloadmirror.intel.com/26984/eng/win64_1540136.4703.zip https://downloadcenter.intel.com/downloads/eula/26984/Intel-Graphics-Driver-for-Windows-15-40-?httpDown=https://downloadmirror.intel.com/26984/eng/win64_1540136.4703.zip
Download that and follow these steps to get it installed:
1. Extract the .zip file downloaded
2. Access the device manager and look for display adapters (double click on it, you should be able to see an Intel(R) HD Graphics adapter or Microsoft Basic Display Adapter")
3. Right click and select update driver for Intel HD Graphics
4. Select "Browse my computer for driver software"
5. Select "Let me pick from a list of device drivers on my computer"
6. Click on "Have Disk" and find the extracted folder of the driver downloaded
7. Go to "Graphics" folder within driver folder and select the **igdlh64.inf** file and hit open then ok
8. Select Intel HD Graphics XXX under "model" and hit next
Screenshots of the steps have been attached as well.
Thanks,
Esteban C

Hello Esteban.
I am using those particular drivers because I am currently using an older version of Windows 10. The latest version conflicted with the Fall update due to which I rolled back to previous versions. I hope you understand me. I cannot re-install the windows again and again. However, the latest version of drivers works absolutely fine with this version of windows but they do not work fin with Fall Creator's update.
