High DWM.exe usage with UHD (4k), not with HD (1080p)

Dell Latitude 7420, i5, 16GB RAM, Iris Xe Graphics with version 31.0.101.3802. Attached to a Dell Thunderbolt dock with 2x 27" 4k LCDs via DisplayPort.

DWM.exe will go bonkers and start using 1-2GB of RAM until the screen flashes because I'm out of RAM. I kill DWM.exe and it will be okay for a bit...but it comes back eventually. If I change the LCDs to HD (1920x1080) from UHD (3840x2160) DWM.exe goes to well under 1mb.

This is what I see in Event Viewer

Windows successfully diagnosed a low virtual memory condition. The following programs consumed the most virtual memory: explorer.exe (10792) consumed 43515908096 bytes, RemoteDesktopManager64.exe (37744) consumed 1184665600 bytes, and dwm.exe (5072) consumed 1075810304 bytes.

Does the same with the Dell drivers 31.0.101.3616.

Seen this brought up many times, but never seen a permanent solution.
