Hello henrik99,
Please note that Intel® Turbo Boost is enabled by default and it is not possible to change the settings to increase or decrease the speed of the processor.
The Turbo boost will enhance the speed or give a boost to the system when it is necessary or when the system requires more power but this depends on many factors such as environment, voltages in the system and depending on the task you are trying to accomplish.
Here you can get more information about it:

Thanks for reply The problem i have: i running Minecraft 1.8 with OptiFine and the Intel GPU wont detect this as game... its just run on 650mhz, and Minecraft is lagging... i have tried shaders, 0-10fps with 650mhz GPU clock. Its impossible to get normal FPS in this game? The Turbo Boost is working good with 1100mhz in World of Tanks, Dirt2.. just Minecraft is bad...

I will need to get more information about the system software you have. Can you please attach here the system information report? How to get it?
System Information: Click Start> Type System Information> Click File> Export> Save File> Attach using Advanced Editor Options.
Also, can you please let me know what MineCraft version are you using?

Hello henrik99,
Thank you for providing this information.
Checking the system report, I noticed your system is running a very old graphics driver version. You should try updating the driver to latest version. Here is it:

Change the display resolution to native; check the behavior with a different Refresh rate.

The refresh rate settings belong to the monitor features. The Graphics Base Frequency of the processor is 650 MHz, Turbo Boost allows the graphics to get up to 1.1GHz for small periods of time if processor voltage and temperature are under normal conditions.
Run the GPU at 1.1GHz always is not possible. Your processor is lock.
