Specifically when I am encoding video using FFMpeg I get
Error creating a MFX session: -9
If I am recording something with OBS and turn off the monitor the recording goes to crap in that the position and size are changed and so it throws off the recording.
This used to not happen but started about a month ago IIRC. Either it was a windows update or intel drivers update. I know for a fact it used to work because I used to re-coding some videos and turned off the monitor and never had issues. Using the exact same process now and it fails. I updated the gpu drivers and windows about the same time so I don't know which one did it but likely the gpu drivers. I updated to the latest drivers two days ago and it did not fix the problem.
It seems that when the monitor goes is powered down(I think it happens if it goes to sleep too) that the gpu is disabled. Likely an "optimization feature" that isn't a feature. Maybe a power setting but I have't messed with any settings in a very long time and no BIOS changes either.

- Since you mentioned that the issue is present after a possible Driver update, please try doing a driver roll back to confirm if the issue remains on a previous driver.
- If possible, record a video of the issue you described since this would help us with more details about the issue and can assist you with issue reproduction purposes in case it's necessary.
- To gather more system details, please create a system report using the Intel®️ System Support Utility (Intel®️ SSU):
- Download the Intel SSU
- Open the application and click "Scan" to see the system and device information. By default, Intel®️ SSU will take you to the "Summary View."
- Click on the menu where it says: "Summary" to change it to "Detailed View."
- To save your scan: click "Next"; then "Save."

I have not had time to roll back the driver and do not even know what version to roll back to. I will have to probably hunt and peck or try an old driver first.
The error I get when I am transcoding using ffmpeg is
Error creating a MFX session: -9.
Device creation failed: -1313558101.
Failed to set value 'qsv=hw' for option 'init_hw_device': Unknown error occurred
Error parsing global options: Unknown error occurred
which only occurs when a new encoding is spun up(or at least after some time) after the monitor has been off(not sure how long or if it is immediate.
Again, only occurs when the monitor is off and only started in about a month or two ago best I can tell. I will eventually try to roll back the driver and test when I get time to do so.
Also, around that time I installed a secondary nvidia card because lightning took out several of the ports on the arc card(well, at least the monitors and I had to use vga connectors because the hdmi were not working(the display ports worked fine).
It may be due to having two cards installed that also started causing the problems. Currently the second gfx card is not used since I started to unplug the monitors and plug them in only when I was using them just in case.
