Is the any way to edit the ini file of a built in Intel HD Graphics to make it OpenGl 4 compatible ? Here is all the infor I have on the graphics:

It's technically impossible to increase it to OpenGL 4
Check all capabilities with following tools:

Hello tbonpc,
This is a driver most likely customized by your computer manufacturer and as Stefan3D already mentioned there is no way to modify it.
I'm sorry this is not the answer you were looking for but this is the reality with this driver.
