Red color flickers on screen. How do I solve this?

The red color on the screen flickers when using intel drivers. The flicker stops when I disable the driver. Also I've noticed something weird, the flicker stops when the intel graphics settings panel is open. The flicker isn't consistent but is erratic but very visible.
