I can't enable the dynamic refresh rate on my monitor (Philips 275M8RZ). I'm using Intel Arc A750, and the monitor is connected through a DP cable.

The Dynamic Refresh Rate(DRR) feature should be available for laptops only since it is a setting that allows laptops with higher refresh rate availability to save battery by adapting the screen output. Check more information i nthe following article from Microsoft: Dynamic refresh rate
If you are looking to activate Variable Refresh Rate for your monitor, you can do it by following these steps:
- Go to Intel® Arc™ Control(Alt+i)
- Select Display
- Select Per-Display Settings
- Select Enable Variable Refresh Rate
