i was playing RDR 2 in 1900*1200 with texture quality high and rest of option is medium and fsr 2 setting to balance and at first it stables around 50-60fps but as soon as beyond exactly 20-30min it drops to 30-40fps and soon stutters to 1fps for a 10sec and cpu temp goes up to 97 degree celsius normally it stops at 96degrees i do everything like reinstall the game updating the graphic driver but it still stutters is this hardware problem or software problem?

Hello halfggg,
Thank you for posting in Intel Communities.
To get a better understanding of the issue and be able to provide an effective recommendation, please provide the missing key information here:
1) What is the graphics driver you are using? Let me know if you also tried other driver versions with the same issue.
2) Provide the platform on where you obtained the game (Steam, Epic, etc.).
3) Provide us with the Intel SSU report from your system so I can check your system configuration and be able to provide an appropriate fix. his could be possible by downloading the Intel® System Support Utility for Windows* software. When the download is complete, launch SSU.exe.
- Scan: Check the box Everything.
- Click Scan.
- Review: When finished scanning, click Next.
- Click Save (.txt). *Attach the log file as you reply
4) For performance issue:
- Describe the performance issue (e.g. FPS drop when entering ‘x’ or ‘y’ section).
- Provide screenshots or describe the graphics settings used in-game (e.g. Ultra quality preset, video resolution, ray-tracing on, etc.).
- Submit CapFrameX capture data (.json files) reproducing the issue.
- Capture data at least 3 times to define a good performance baseline.
About CapFrameX
This is a 3rd party tool for frametimes capture and analysis based on Intel's PresentMon. The overlay is provided by Rivatuner Statistics Server (RTSS).
CapFrameX Installation instructions:
- Go to https://www.capframex.com/download and download the latest version of CapframeX.
- Go to https://www.guru3d.com/files-details/rtss-rivatuner-statistics-server-download.html and download the latest version of RTSS.
- Unzip both installers and install them.
- Launch CapFrameX and then close it. This is so it creates the user Configuration folder.
- Download and unzip the file OverlayEntryConfiguration_0.json (attached in this post) with the recommended RTSS configuration.
- Paste this file to %userprofile%\Documents\CapFrameX\Configuration.
- In the Capture tab, set the "Capture time" to 0. This is to remove the preset limit in capture time.
- In the Overlay tab, uncheck "Auto-Disable OSD" and click the save icon.
Capturing the Performance Data:
- Open CapframeX and do NOT minimize or close it.
- Open the game and go to the part of the game you need to be to reproduce the issue. You should see the RTSS overlay in the top left corner of your screen, with the status "<game name> ready to capture…".
- Press F11 to start capturing data and reproduce the issue. The Status in the overlay will change to "Recording frametimes XX s".
- Once you have reproduced the issue, press F11 to finish the data capturing. The Status in the overlay will change to "Processing data".
- Back to CapFrameX, you can find all the data captures in the left panel of the Analysis tab. Clicking any one of these captures will display the results on the right.
- To export the data captured as a JSON file, right click the capture and click on "Copy/paste recording file(s)".
I will wait for your reply.
Best regards,
JeanetteC.

1.i use the latest intel graphic driver
2.i used the steam launcher
and i mailed it to rockstar engineering team too and they give me temporary solution about the removing sga files in settings and some command lines like USEALLAVAILABLECORES ,sgadriver=vulkan and this helps a game bit less stuttering but it still stutters even i lower the resolution to all the way to 1400*900
heres the data i scan with SSU

Hello halfggg,
Please be advised that I am still currently investigating on this issue.
Kindly proceed with the following steps below (if not you haven't completed yet) and let me know how it goes so, I can proceed with the further checking.
1) I understand that you are already using the latest driver. However, kindly try to clean install the latest Intel® Graphics Driver 32.0.101.6559 (WHQL Certified) using Display Driver Uninstaller (DDU).
2) Check for Windows Updates and make sure it is updated to the latest version
3) Check the power plan settings.
- Press Windows + R.
- In the Run window, type powercfg.cpl and press OK.
- Under Choose or customize a power plan, the currently selected power plan is displayed (set to Balanced by default). To the right of the current power plan, select the option for Change plan settings.
- Click Change advanced power settings.
- Scroll down, find Processor power management and expand it.
- Expand Maximum processor state.
- Double-click On battery and set the value to 100, then do the same for Plugged in.
- Click Apply, then click OK to exit.
4) Turn off the Windows Game Bar and Game DVR.
- Press Windows + S.
- In the Windows search box type Game bar settings and press Enter.
- Under Control how Game Bar opens and recognizes your game turn off the option for Record game clips, screenshots and broadcast using Game bar.
- From the left had menu, directly below Game Bar, select Game DVR.
- Turn off the Record in the background while I’m playing a game setting.
I will wait for your update.
Best regards,
JeanetteC.

Hello halfggg,
I am still looking into this matter and just need to clarify with you if the stuttering due to overheating is still ongoing after implementing your work around?

yeah i do and now even erasing sga file is not helping either so i turn on the vsync 1/2 mode on and downgrading the resolution but i dont think this is a hardware issue though because when i playing other games like war thunder it runs normal.....

Hello halfggg,
Since you confirmed that the stuttering issue due to overheating is still experienced, then please follow the troubleshooting steps below:
Intel® Turbo Boost Technology opportunistically accelerates processor performance for peak loads and it does not sustain the turbo frequencies. The processor usage depends on the applications used in the system. When the processor usage is high, the temperature of the processor also rises. Intel® Processors have built-in thermal protection. If the processor gets too hot, the built-in protection slows down (throttling) and eventually shuts down the processor.
Contact the system manufacturer to understand the system’s normal operating temperature range and to report unexpected behavior of the system.

I hope this helps.
