I have an Intel Arc A380 paired with an old system "Intel i5-3570K/Asus Z77-A/16GB DDR3". I have connect the GPU with an iiyama 26" LCD monitor (model ProLite E2607WS from 2008-2009 I think) with native resolution 1920x1200p via HDMI cable.
The weird problem occurs only when the Windows10 loads the Intel driver just before the welcome screen. With Microsoft Generic driver and low resolution (as expected) there are no problems at all. If I'll start to install the Intel driver the screen goes blank and the monitor going to sleep mode or never wakes from it.
The really weird problem is that the same system with the same HDMI cable works fine on Ubuntu 22.04.05 LTS on Wayland.
Here comes the most interesting part, when I'm on Windows black screen if I disconnect the HDMI cable from the iiyama PC monitor and plug it in to my TV (Samsung 46" 1920x1080p) I have screen and everything works as expected.
I'm not a gamer so I don't have a lot of games to test the system but so far Counter Strike 2 works pretty fine on both Windows and Ubuntu and some other old games with DX9 support works fine on Linux (Steam-Proton).
To summarized:
Problem occurs only on Windows when the GPU is connected via HDMI on iiyama LCD monitor and trying to install the Intel driver for Windows or when the driver is installed and trying to boot into Windows10 (just before the login screen). Everything is updated, latest Windows etc...
Just to be more clear here are my system specs:
CPU: Intel i5-3570K
MB: Asus Z77-A
RAM: 16GB DDR3
Monitor: iiyama ProLite E2607WS (1920X1200)
TV: Samsung UE46F6500SS(1920X1080)

Gheeze, even your processor is not supported by Windows 10 (says Microsoft, not me):
So, an unsupported, discontinued processor (by both the OS and ARC), and unsupported chipset.... And, you want support. Go figure.

These are the 13 years old CPU with the 13 years old MB:
Booting on original Windows 10x64 22H2 without modifications = YES
Can I install the WHQL Certified drivers for Arc A380 = YES
Do I encounter kernel problems = NO
Is it error free on Event Viewer = YES
Do I have OS crashes or App crashes = NO
Is the 3D Rendering working = YES
Is the HW Decoding on Arc GPU working properly = YES
Is the HW Encoding on Arc GPU working properly= ABSOLUTELY YES (Good job Intel the new QSV is awesome)
Can I play games without problems = I'm not a gamer as I said I didn't test many but the answer is YES

Did you even read my entire post or you just read the system specs?? You definitely stopped reading when you saw the CPU model and immediately made the easy conclusion.
This is a very common problem and has nothing to do with all this stuff you posted. Even Intel's forums are flooded with threads like this but you don't have the time to read them but I am the guy who knows all and all...

- Try a different video cable.
- Try a different video port.
- Connect the monitor to another system.
- Use a different monitor.
Guess what, it's working as I said in my FIRST POST with a different monitor. Also the... "faulty" monitor works fine with the same system under Linux OS. And there is the key because in Linux systems a lot of stuff working different than in Win and because of my skill set I'm digging deeply and trying to solve it for the fun part and for the community.
I know I know, I am the guy that started and continuing the personal attack.
And as for this... because of my job I'm in the IT field for more than 23 years I have lived all the golden era of tech forums (XS) and right now I'm fully active on Github working on many projects and still sometimes on Reddit. So it's really funny to blackmail me with ban from these dead forums, all of these make me laugh out loud.
Now you can delete all my posts and ban me. I'm not the guy with the problem here, Intel has it. Good luck...
PS. I'm going to tell you a secret. Intel's Z77 chipset supports "Above 4G Decoding" and "ReBAR". I know you are the man I'm just a noname random guy on Intel forums.
