Blender 4.0.2 works issue free ( in my case ) with my ARC A750 on Ubuntu 23.10
Blender 4.1 is expecting XX.XX.27642.38 or newer

First I rolled back to the last working version of blender 4.0.2. I just waited until the repo updated ( Intel's driver repo ) , my computer is set to check for updates daily so review the listed updates every time that show up, and I ran the following
sudo apt update
sudo apt upgrade
I saw new versions of Intel packages were ready to install so I hit Y to install / upgrade them.
Then I installed Blender 4.1

the Intel GPU Ubuntu repo has been updated.
Inline with Blender 4.1 now!
