Question: Why are there non WHQL drivers in WHQL download tab?

When you enter this website https://www.intel.com/content/www/us/en/products/docs/discrete-gpus/arc/software/drivers.html and go to the beta or WHQL tab, they will show exacly the same non-WHQL driver. You can still download the proper one, but isn't this a bit wrong to put uncertified drivers in the certified tab?
